"The situation in the Donbas is that the Russian General Staff has formed two full army corps in the occupied territories by the summer of 2015. At the same time, these army corps are controlled by the Russian generals and officers, they are following the book of the Armed Forces of the Russian Federation, that is, they are actually combat-ready units of the Russian Army. Apart from these two 34,000-35,000 men strong army corps, there is also a reserve entirely composed of the Russian troops of up to 8,000 men in the occupied territories of the Donbas," the NSDC Secretary said.
According to Turchynov, the Territorial Forces Center - the staff that is in charge of those corps and Russian detachments, deployed in the occupied territory - has been created in the Rostov region of the Russian Federation.
"It is a part of the Southern Military District of the Armed Forces of the Russian Federation and is subordinate to it. It was illustrative that these two army corps were involved in the exercises of the Southern and Western military districts that were recently held by the Russian Federation just near our eastern and northern borders," Turchynov said.
"I want to reiterate that it is not a cover anymore - when Russia was disguising its aggression by mercenaries, so-called "militias", "insurgents", etc. at the first stage - these are the regular detachments of the Russian occupying army. That is the right word to call them," the NSDC Secretary added.
Turchynov also said that almost the same number of the Russian troops was located in close proximity to the Ukrainian border in the Rostov, Voronezh, and Belgorod regions of the Russian Federation. "All these detachments can be quickly engaged in the case of escalation," he stressed.
