 All decisions on Minsk agreements made by Moscow, not “DPR”/“LPR” militants, - Marchuk

All decisions on the implementation of the Minsk agreements, including the exchange of prisoners are made not by the militants of the so-called “Donetsk and Luhansk People’s Republics” but by Moscow.

Ukraine's representative in the subgroup on security of the Trilateral Contact Group on the peaceful settlement of the situation in the Donbas Yevhen Marchuk said on air of 112 Ukraine TV channel Thursday evening, Censor.NET reports citing Interfax-Ukraine.

"The issue (of the exchange of prisoners - Ed.) has long been blocked. There is a minor breakthrough - Iryna Herashchenko has said that we can celebrate the release of our citizens who have been managed to be liberated, rather than exchanged, as Herashchenko stressed. But I would like to inform that the process of liberation (of the hostages - Ed.) is not controlled by the militants. As a matter of fact, everything that concerns the implementation of the Minsk negotiation process, all the aspects including economic, humanitarian, security, and those related tp the release, is governed from Moscow," Marchuk said.

He also stressed that it was not the militants who decide when to increase the intensity of attacks against the Ukrainian army and when to reduce it.
